We have received the following update from our supplier:
We have had some Horizon users regain service following a Broadband Router reboot (power recycle) and a handset reboot and we are advising for all customers affected to reboot their router and Horizon Handset.
Please try this and let us know if you are still experiencing an issue.

We have had reports that some customers are currently unable to make or receive calls on their Horizon system. Our supplier is aware of an issue and is working to resolve it as quickly as possible. They have advised that they will have some further information for us within the hour and when we receive this we will update this page accordingly.
